What text editor are you using to edit the skins .ini files?
  • If you're using Notepad:
    • Open the .ini file in Notepad.
    • Click File -> Save as. The Save as dialog opens.
    • Check the Encoding dropdown box on the lower side of the Save as window. If there is selected any other than UTF-16 LE, open the dropdown box and choose UTF-16 LE.
    • Click the Save button. In the Confirm Save as dialog click Yes.
  • If you're using Notepad++:
    • Open the .ini file.
    • Check the Encoding menu. UTF-16 LE BOM should have to be selected. If it's not, select it.
    • Click File -> Save.
When you do any of the above two set of action, you get the skin properly encoded. Refresh the skin to check the result.
I still believe there is no need for lua to show a simple string, like this one. However note that if your skin has some included .inc files (in many cases there are such files, however not in all cases), those files have to be encoded same way as UTF-16 LE. You have to open them one by one if they exist and check their encoding with a similar procedure as the one described above.
